Organizational and financial mechanism of development of services of railway transport through public-private partnership

Abstract: The paper developed organizational and financial mechanism development of railway transport services, which, unlike the existing ones, includes participants of investment and transportation process, the state target program, a list of potential private and public sources of financing of investment projects, the system of state financial control, which allows to provide the necessary storage the volume of investment funds, effective funding for the achievement of strategic, technical and technological development and tactical goals of railway transport services. Accumulation of investment resources offer exercise at the Investment Fund of railways, one of the objectives of which are rational allocation of investment resources. Interaction of external links mechanism functioning due to the introduction of information and communication technologies. Creating databases investment projects for foreign investors and bases for the implementation of the investment policy of PJSC "UZ" automates management activities and investments in the company to provide the business investment necessary information on alternative projects, an alliance of rail transport in the implementation of investment programs services. This will intensify the process of partnership with investors.
