Public-private partnership as funding mechanisms for development of transport infrastructure railways

Abstract:
The paper found that the implementation of the priority areas of railway infrastructure, defined transport strategy Ukraine requires significant funding required amounts which are absent in Railways and the state budget of Ukraine. It was determined that one of the effective tools of financial security of railroad infrastructure is a mechanism of public-private partnerships. Based on this the essence of public-private partnership, its main characteristics and forms of implementation. Deals with the author's views on the content of public-private partnership in the field of railway transport infrastructure by which to understand the mechanism proposed cooperation of public and private capital in the field of attracting financial resources, introduction of modern management techniques and intellectual potential, on the one hand, and the institutional framework for development of infrastructure facilities in the railway sector, on the other, to implement the strategic development of rail transport and achieve social and economic impact. Expediency of contract life cycle as a form of public-private partnerships in the area of financial security of railroad infrastructure and organizational chart presented participants cooperation projects of railway infrastructure through public-private partnerships.
