Pathways to Sustainable Development in Peru: Integrating Economic, Social, and Territorial Dimensions

Abstract: The objective of this research is to provide a framework for understanding Peruvian development, incorporating elements of the "Strategic Plan for National Development 2050," focusing on the country's economic sectors and departments. The Plan establishes guidelines for Peru's development agenda, and this work seeks to provide input for quantifying the elements of this development. A model is proposed that can be applied to address issues such as economic promotion, regional development, sustainable growth, social development, and environmental concerns. The methodology uses Peru's Input-Output Matrix for 2022, which has been disaggregated into 12 sectors and 26 departments. This approach allows for the assessment of the impact on specific economic sectors within departments, considering the integrated nature of these elements and their geographic and productive interdependence. The conclusion drawn from this analysis indicates that no single sector or department has the capacity to address all the aspects of Peruvian development that have been enumerated. However, the relative importance attributed to each metric in determining impact can be used to establish a parsimonious ranking of the variables. When all areas and indicators are given equal weight, the "Metropolitan Lima" department and the "Other Services" sector appear to have the highest score. This work is important in proposing an estimate of the economic, social, and environmental impacts on the Peruvian reality. It offers a pragmatic application that serves as a resource for policymakers in pursuit of their goals.
