Abstract:
Abstract Recent developments in economic growth theory (Romer 1986; Nelson and Winters 1982; and Krugman 1990) and subsequent research have made it increasingly clear that local development effort is a very important part of regional economic development (Stough 1998). Unlike in earlier times, when comparative advantage and factor cost differentials were viewed as the determinants of regional economic development, today a diversity of institutional capacity factors, including leadership, are viewed as important determining agents.
