Abstract Performance Management Process implementation – and effectiveness – is difficult to assess and measure for many organizations. As a result, evaluation is often not undertaken, resulting in minimal accountability for achieving Performance Management results, organizational learning, or organizational improvements. Many organizations offer comments that they prefer to not implement something they cannot assess and measure.
