Abstract: Abstract There is an uneven situation when it comes to the regulation of Telecommunications providers and OTTs, although both provide communication services (voice telephony, messaging etc.). The telecommunication providers are typically defined by telecommunications regulators as dominant operators and regulatory obligations are imposed on these. Additional net neutrality regulation has been introduced on all telecommunication providers regulating their coexistence with the OTT players. Hence, the telecommunications regulation implies an unleveled playing field.
