Abstract: Abstract There is evidence that the availability of affordable high speed broadband networks has positive direct and indirect impact on the growth of economies. However, for private investors the roll out of broadband networks especially into less densely populated regions is financially not viable. Governments worldwide are addressing the need to close the digital divide by different approaches. Mexico has chosen a unique approach by establishing a Mobile Open Access Wholesale Network in the 700 MHz band; the so called Red Compartida (Spanish for “Shared Network”), project which has been implemented as an auto-financed public-private-partnership. Worldwide several national open access projects exist, based on optical fiber networks (e.g. Australia, Qatar, Singapore), but the adoption of the concept via a mobile network is new. This article describes the details of the Mexican case and the process of its implementation by the Mexican Government. A discussion from a technical, economic and regulatory perspective helps other Governments and investors to evaluate the relevance and transferability to their country markets and projects.
