Chapter 13 in Risks in Technological Systems, 2010, pp 199-224 from Springer

Abstract: Abstract In this chapter, risk is regarded as a combination of a random (uncertain) event with negative consequences for human life and health and the environment and the probability (likelihood) that this event may occur. The rapid technical development involves risks that we, somehow, want to manage. During recent decades, there has been an increasing concern about risks in connection with public policy and decision-making. Today, risk analysis is an important part of the formalized risk management process that often precedes the launch of a new technical system (or activity). This proactive approach of dealing with risks can be compared with the traditional, reactive approach in the conduct of accident investigations.
