Drivers of adaptive resilience of public sector organizations: an investigation into the individual characteristics of hybrid professional managers

Abstract: The COVID-19 pandemic emphasized the importance of resilience of public sector organizations. Drawing from Upper Echelons Theory, this study investigates the relationship between configurations of demographic and background characteristics of hybrid professional managers and organizational adaptive resilience. Specifically, it focuses on heads of 34 Italian public clinical laboratories in the Veneto Region during the first wave of the pandemic. Based on fuzzy set Qualitative Comparative Analysis, the findings show four different combinations of attributes that lead to high levels of adaptive resilience. A key role is played by being a female manager and possessing a high level of organizational tenure.
