Abstract: The diversity of tasks they are to perform public administration requires an extremely varied range of benefit achieved through public services, as well as a diverse staff training. Satisfying daily needs of the community, needs a man who lives in organized group remains essential purpose and justification only manage public-tion, so diverse, especially in its stateliness unite them to the public. Viewed from the sociological point of view, government is nothing but a sum of human community organizing some actions to other people. From this point of view, the problem of people working in administration assumes considerable importance. No matter how perfect would be organizing a social organism and as best laws and decisions would remain a mere scheme, girl viable unless there are people competent, active and committed to achieving the goal set
