Abstract: About the forms of reaction of society against crime there are several historical documents, literally, manuscripts or other evidence. In terms of his character, forms of private reaction was harsh and primitive. Regardless of their multitude, the most prevalent forms of reaction were private - public opprobrium, blood revenge and compensation. According to Professor Ismet Elezi, given the lack of a strong state, blood vengeance and revenge were not only the means for selfdefense, but also a duty of the relatives of the victim, those close to it to retaliate against any foreigner.
