RECONSTRUCTION PROJECT OF LABOR-EMPLOYMENT EXCHANGE

Abstract: Although 1936 Labor Act anticipates the establishment of an employment agency in Turkey and it defines its functions, a public organization to succeed employment services was established in 1946 under the name of the “Labor-employment Exchange (İş ve İşçi Bulma Kurumu -İİBK). After carrying out the organization of İİBK, besides fulfilling the duties stipulated by the legislation, it also operated extensively with the transporting of workers abroad in the 1960s and 70s. In the 1980s and 1990s, the economic system in Turkey and the changing market conditions have started to make the services of İİBK on the employment market inadequate. Therefore, studies have been initiated both inside and outside the institution to restructure the İİBK. These studies have resulted in the transformation of the İİBK to the Turkish Employment Agency in 2000. Thus, İİBK has become a public organization that can produce employment services suitable for today's needs. It can be said that "Reconstruction Project of İİBK", which is carried out with the German Employment Agency (Bundesanstalt für Arbeit/Bundesagentur für Arbeit), and "Employment and Education Project" carried out with the financial support of the World Bank have made significant contribution to the restructuring of the İİBK.
