Abstract:
Most western countries started to reform their public management in the eighties. These reform processes are known as New Public Management (NPM). Although, the depth and scope of the changes are not the same in all countries, they show common characteristics. This paper reviews such characteristics; their international establishment which is not exempt from difficulties and how it should be; how overcoming the resistance that could arise, and the steps that have been taken nowadays.
