Abstract:
Russia currently faces the time when the new institutions emerge and develop. Thus there is a scientific problem that focuses on the explanation of deviations from institutional planning’s expected results. These deviations serve the purpose of solving current problems and maintaining the economic survival of the certain enterprises. It is especially noticeable at the municipal level where the opposite trends are quite interlaced. The article focuses on the example of Kemerovo region where local authorities derive adjacent institutions with small enterprises. The analysis is using the concept of rules; the extra attention is paid to the matter of regional market institutions foundation and the specifics of small mono-profile towns.
