Competition of the regional financing systems of municipal public health services

Abstract: In article carried out the comparative analysis of two basic approaches to financing of municipal public health services in Russia: systems «from a bed turn» and systems «in the finished case». The description of work of these systems is resulted merits and demerits of each other on an example of two regions come to light: Omsk and Novosibirsk. Authors consider that financing of municipal public health services «in the finished case» has essential advantages over traditional for the majority of the Russian regions system «from a bed turn» as at this conjuncture the control is carried out not behind quality of treatment and optimization of expenses for it, and behind quantity of the fulfilled beds turn. However till now there is no mass transition of regions from one system to another (by the current moment completely financing «in the finished case» have passed only 5 cities of the Russian Federation), therefore in article considered reasons and consequences of domination of «out-of-date» schemes of financing of municipal public health services in Russia.
