Regional disproportions in the accumulation and implementation of educational potential

Abstract: On the basis of state statistics data, the depth of regional disparities in the accumulation and implementation of educational potential is analyzed in this paper. The authors consider the socio-economic characteristics of different types of regions and set the relationship between the level of the Russian Federation's subjects, the quality of life of people there and the value of educational resources in higher, secondary and primary vocational education. The correspondence between the trends of accumulation at the level of the educational potential of higher professional education, secondary professional education and primary vocational education and the trends in changes in the educational structure of employment in different types of regions is being analyzed. Basing on the results of the study, the reasons for growth of regional disparities and introduction of the basic guidelines for a «social» and «global» regional policy, whose principles stated in the documents of the Russian government, are revealed.
