Abstract: This paper is dedicated to the main points of the Energy Security Doctrine of Russia, which (if being adopted) enforces continuity of system of the strategic planning documents designating the development of Russian fuel energy complex. The main threats of energy security to the country and its regions have been appointed; conceptual framework, system of principles, tasks and measures for the energy security have been formed, the energy security monitoring system has been offered.
