Failure Mechanisms: How the Public Sector Contributes to Water PPP Failures?

Abstract: Public–private partnerships (PPPs) have gained popularity as a means of delivering infrastructure services, but there are cases where PPPs have failed to deliver value for money (VFM), particularly in the water sector. Failures in water PPPs can be attributed to substandard actions by either the public or private sector and sociopolitical, macroeconomic, and socioeconomic issues. Failed PPP deals can result in significant financial losses for both public and private sectors and may lead to violent public protests, loss of trust in privatization, and negative consequences for all stakeholders. This chapter analyzes how the public sector’s insufficient actions and decisions, along with their interactions with other factors, including the private sector and various sociopolitical and economic spheres, can lead to failures.
