Abstract:
Public-private partnerships (PPPs) have become a favored choice for governments worldwide since the 1990s, considering the escalating demand for public infrastructure and services, paired with constrained financial budgets and resources. Essentially, PPPs entail long-term contractual partnerships that aim to achieve value for money (VFM) – the optimal combination of benefits and costs when delivering infrastructure and services. However, realizing this goal becomes increasingly challenging amidst project uncertainties and fluctuating environments. Given these uncertainties, an effective and specialized service delivery and performance monitoring methodology is critical to the long-term operation of PPPs. Consequently, this research proposes a reliability-based performance monitoring methodology designed for PPPs, aiming to address performance uncertainties in various service delivery situations. Accordingly, a multi-objective optimization model that balances project reliability and life-cycle cost is proposed, facilitating the achievement of the best VFM in PPPs with consideration of the uncertainties. Summarizing, this chapter develops a reliability-based tool grounded in a comprehensive literature review of existing service delivery and performance studies, designed specifically for the performance evaluation of PPPs during long-term operations. This instrument augments offers a resource for industry performance evaluators to assess operational performance reliability amidst inherent project uncertainties and shifting external environments.
