Abstract:
This paper proposes an analytical framework in order to evaluate electoral reforms based on a case study, the reform of the electoral law in French local councils. With an electoral engineering perspective, we focus on two indices, the dismajority index and the disproportionality index. The gender parity requirement enforced by the new binominal ballots has been implemented at the expense of other normative criteria. The systematic analysis of these trade-offs is the core of this paper, with a first application to our case study. Classification JEL : D71, D72.
