Abstract: Abstract Demographics and Socioeconomics. Louisiana, located in the West South Central region of the United States, has a population of 4.4 million people, making it the twenty-fourth most populous state in 2005. The state’s population decreased by 79,229 people from 2000 to 2005, but is projected to increase to 4.8 million by 2025. This 0.4 percent projected annual growth rate compares to the projected national average of 1.0 percent. The state’s 2005 per capita personal income of $24,582 was the lowest in the United States and $9,913 below the national average. Per capita income in Louisiana grew at an average annual rate of 1.3 percent from 2000 to 2005, compared to 2.9 percent nationally.
