Improving Social Insurance for Migrants: Lessons from Albania

Abstract: As global mobility increases, social insurance coverage for migrant workers emerges as a policy priority alongside traditional pension system sustainability concerns. This report focuses on improving retirement security for global migrant workers, with social insurance coverage of Albanian migrants used as a case study. Retirement security, via pensions, presents distinct challenges compared to other social risks due to its long-term nature and cross-border complexities. By addressing the complex challenges of pension portability and informal workers’ coverage, Albania can transform its diaspora from a population at risk of old-age poverty into a community with durable retirement security—this model could also benefit migrant workers globally.
