No 33909, NBER Working Papers from National Bureau of Economic Research, Inc

Abstract: We examine how privacy regulation affects the allocation and organization of cross-border venture financing. Using 2014–2019 transaction and investor data, a triple-difference design compares more- and less-data-exposed industries in Europe and the United States around the introduction of the GDPR. The policy rollout leads to a 19.2 percent relative decline in financing rounds involving US investors without EU participation in exposed European industries. Following established investors, we also find reduced US participation as syndicate leads and solo investors, conditional on their quarterly activity in these roles. Lead-investor distances shorten among completed rounds. These patterns suggest that the financing implications of privacy regulation extend to foreign investors’ involvement in evaluating ventures and organizing their financing. The findings highlight access to foreign investment leadership as a relevant consideration alongside access to capital in an evolving regulatory environment.
