EU Dairy sector: impact of Luxemburg reform, EU enlargement and trade negotiations

Abstract: The EU dairy sector is facing a period of significant changes that are due to three major decisions : the EU enlargement, le Luxembourg reform and on-going WTO negotiations. To evaluate the impact of such changes we developed a model of the EU and world dairy industry. The model is composed of two modules that interact : a milk and beef supply module and a dairy industry module. In this paper, we present the model and focus on elements that are crucial for a better understanding of the impact of reforms : quota rents in the EU, evolution of production in the new member states and trade policy. ...French Abstract : La filière laitière européenne est face à des changements importants suite à trois décisions majeures : les adhésions des nouveaux états, la réforme de Luxembourg et les négociations de l'Organisation Mondiale du Commerce. Pour évaluer l'impact de tels changements, les auteurs ont développé un modèle des marchés intérieurs et mondiaux des produits laitiers. Le modèle est composé de 2 modules interactifs : un module d'offre de lait et viande de boeuf, et un module sur l'industrie laitière. Dans cet article, les auteurs présentent le modèle ainsi que les éléments cruciaux qui permettent de mieux comprendre l'impact des réformes : les rentes de quota dans l'UE, l'évolution de la production dans les nouveaux états membres et la politique d'échange.
