Chapter 4 in Adaptive IT Service Tendering, 2025, pp 87-141 from Springer
Abstract:
Abstract What does the process of a classic tender look like and how did the procedures that we mostly use today actually come about? Much of this can be found in the public sector in the form of laws and regulations. In the public sector, there are lawyers specialising in public procurement law. They have to pass the relevant examinations in order to be able to call themselves specialist lawyers for public procurement law. If you look at public procurement law, you get a better understanding of why some tendering procedures are the way they are usually practised today. Spoiler: Trust does not exist in public procurement law!
