Abstract: Production of renewable energy by photovoltaics or biomass is connected with high land consumption. Limited potential of suitable area in conjunction with the challenge to contend with substitution of high energy demand produced by fossil fuels calls for a substantially determined data basis as well as a regionally differentiated view and governance to ensure proper allocation of landusage. With the help of examples from (Upper) Bavaria it is possible to show effects of existing instruments of governance and to develop possibilities of their modified application.
